The BLU Win
HD's lack of LTE and poor camera performance may deter some, but it's
the best sub-$200 unlocked Windows phone we've tested so far.
Only Nokia, HTC, and
Samsung have had the privilege, and capital, to offer Windows Phone 8.1
devices—that is, before Microsoft made its operating system free to
license. BLU is one of the first companies to take advantage of the
freely available license with the $179 Win HD. It's a good unlocked phone considering its low price and large display.
